BELLAIR MEN'S GOLF ASSOCIATION

BY-LAWS AND LOCAL RULES

1. All USGA rules are in effect unless stipulated by the following rules. All members are personally responsible to know and understand the rules of Golf.

2. Players shall refer any disputes to the tournament chairman, or any member of the Board of Directors for discussion by the board. The boards decision shall be final.

3. A member must have minimum of five (5) attested eighteen (18) rounds played at the Bellair Golf Course, a BMGA approved handicap, or a USGA handicap before participating in a Bellair Men’s Golf Association handicap tournament in order to reach the minimum five (5) rounds, but the member will play at a scratch handicap. The Handicap Chairman is coordination with the Tournament Chairmen must approve any deviation from this rule.

4. Through the Green: A ball embedded in it's own, pitch mark in the ground other than sand, water hazard or lateral water hazard area can be lifted without penalty, cleaned and dropped as near as possible to where I lay and must come to rest no nearer to the hole in accordance with the current U.S.G.A. rules.

5. A ball shall be played as it lies.

6. Each hole will be played from the designated markers as directed by the Tournament Chairman.

7. On holes #1 and #13 if a ball goes into the water (for any reason) the player must move to the designated drop area for his next shot. The ball will than be dropped, not placed, and the player will be hitting three (3) from that point.

8. The rest rooms on hole #13 and the structure around the pump on hole #1 are immovable obstructions. A drop of two (2) club lengths is authorized when the ball is in a position, which would interfere with the golfer's stance or the area of the swing. The fact that the immovable obstruction intervenes with the line of play is not, in itself, interference under the rules.

9. Mud adhering to the BALL does not make it unfit for play.

10.A ball is out of bounds when All of it lies out of bounds. A fence at the ground level is the out of bounds. (Note: A ball lying flush against the inside of the fence is not out of bounds. On hole number 1. the white stakes left of the fairway separating the driving range from the golf course is OUT OF BOUNDS.

 

11. A ball is deemed on the putting surface when any part of it touches the putting surface.

         12. The are a number of drainage channels on the course, If these channels

 

interfere with the stance or swing a one (1) club drop is authorized without

penalty.

         13. If casual water is present within the stance, the following will apply:

Through the Green a ball may be lifted and cleaned without penalty and dropped/placed at the nearest relief no nearer the hole.

14. Players shall not agree to exclude interruption of any rule or local rule, or to waive penalty incurred. Penalty for doing so is disqualification.

        15. Any player who fails to HOLE out in stroke play will be disqualified. Disqualification includes all events in the                    tournament.

        16. First place ties in tournaments will be played off in "sudden death" playoffs on the scorecard, beginning with the hole #1.    The only exception is the club Championship, which will be physically played off in "sudden death".

Suggested modification

Playoff for "CLUB CHAMPIONSHIP" events, to include all FLIGHTS, is to remain the same; i. e., on the course in a sudden death lowest score format. For all other events, the playoff will follow the stated steps:

A. Compare the Total score for the back (last) nine holes played.

B. If not resolved, sum the scores for holes 10 thru 15.

C. If not resolved, sum the scores for holes 10 thru 12.

D. If not resolved, compare the total score for the

E. front nine holes.

F. If not resolved, sum the scores for holes 1 thru 6.

G. If not resolved, sum holes 1 thru 3. Should the playoff be for a multiple day tournament, repeat the above using the scores from the preceding or first day. Should not be the case, and the "f" step was not resolved, compare backwards from hole 3 to hole 1. If not resolved, declare a draw and split the positions.

 

17. During all tournaments, a player, during the round, shall not play and practice strokes to the putting green of any hole he HAS PLAYED in the round. It is not permissive to play any practice strokes on the golf course, being or about to be played. A player cannot hit range balls back to the driving range from any hole on the golf course. Penalty: One (1) stroke for each ball struck.

18. Should a player's ball move as a result of removing leaves, rocks, twigs, etc., from around the ball and :the ball moves accidentally, the plenty is one (1) stroke.

19. During tournaments, which run on consecutive days, play or practice on the course is authorized.

20. All members with a current BMGA approved handicap are eligible to play in the Caveman Shoot Out. Members must play in a minimum of six (6) tournaments to be eligible for the Club Championship, and must have played in a minimum of eight (8) tournaments to be eligible for the Big Monev

tournament in December. [Current schedule forces need for Constitution modification in this specific arena.]

21. Throwing golf clubs, use Aug abusive language, failure to meet personal and financial obligations with reference to the association activities, vandalistic damage to the Bellair Gold Course, etc., will be considered "personal conduct detrimental to the game of golf", the good name of the association and the proper functioning of the association, Member guilty of the above may be subject to suspension or expulsion. Complaints relative to such conduct must be submitted to the Board requesting action to be taken.

22. The Board of directors may, after review, freeze the handicap of any member for three (3) months based upon previous scores, current scores and unusual fluctuations.

23. Non-Player guest are not allowed to hit or play during any BMGA tournament.

24. Scramble Tournaments: The Tournament director may elect to handicap all "A" players based on the lowest handicap in the tournament. Twenty-five percent (25%) of the difference in the handicap will be the handicap of the team and will be subtracted from the team score and used to determine the winners of the event.
